Challenge
Boys & Girls Village's end-of-life Cisco PBX, outdated legacy network, and the growing complexity of managing mobile devices across multiple carriers created operational risk, connectivity issues, and limited cost visibility that threatened the organization's ability to serve at-risk youth and families across Connecticut.
Results
C4 audited BGV's environment to uncover the savings needed to fund a full modernization, then partnered with the non-profit's MSP to replace aging infrastructure with SD-WAN, a cloud-based phone system, and a MetTel mobility platform. BGV now operates with 200% more bandwidth at 6% lower monthly cost, backed by ongoing management of the 234 devices its staff uses to serve communities across Connecticut.

Boys & Girls Village
Boys & Girls Village (BGV), a Connecticut non-profit, has been one of the state's leading providers of behavioral, educational, vocational, and permanency planning services for at-risk youth and their families for more than 80 years. The organization serves 50 communities across all eight counties throughout Connecticut, helping nearly 400 clients every day.
Challenge
BGV's outdated Cisco PBX posed significant risks due to its end-of-life status, leaving the organization unable to configure the system and vulnerable to outages that could impede the non-profit’s operations. The underlying network, a legacy WAN design that couldn't adequately support both on-premise PBX infrastructure and new cloud-based applications, compounded the problem by creating connectivity issues and day-to-day inefficiencies.
Mobility management added another layer of complexity. With staff operating across 50 communities throughout Connecticut, BGV relied heavily on mobile devices to deliver services in the field – but managing wireless services across multiple carriers made it difficult to track usage, control costs, and provide reliable access to the people who needed it most.
Solution
C4 Communications alleviated immediate risks by taking over support of BGV’s existing PBX system. From there, C4 guided the non-profit and its MSP through a structured provider evaluation process, ultimately working with MetTel to modernize the organization's wireless, internet, and SD-WAN infrastructure.
Central to that effort was helping BGV adopt MetTel's MDaaS enterprise mobility solution – a move that proved foundational to funding the broader modernization initiative. After conducting a full audit of the non-profit's telecom and cellular spend, C4 identified enough savings to cover both the new SD-WAN network and the ongoing costs of a cloud-based phone system, making the entire transformation financially viable.
With funding identified, C4 oversaw the redesign of BGV's legacy WAN into a modern SD-WAN solution backed by diverse broadband connectivity for improved resiliency and quality of service. C4 also managed the full transition from the end-of-life Cisco PBX to a cloud-based phone system and continues to provide ongoing support for BGV's systems, including the 234 mobile devices its staff depend on to deliver services in the field, through the C4 Assurance full-lifecycle program.
“C4's continued support over the past few years has given us the confidence that real answers to all the telecom complexity and hidden costs are at our fingertips.”
Results
Thanks to C4's guidance and its work alongside the non-profit's MSP and MetTel, Boys & Girls Village was able to:
- Increase bandwidth by 200% to meet growing connectivity and application demands
- Strengthen resiliency through SD-WAN and diverse broadband connectivity
- Improve mobility management and cost control via MetTel's mobility platform and portal
- Provide better client experiences by transitioning to a cloud-based phone system
- Enable community workers to operate more effectively across all locations
- Reduce monthly technology spend by 6%, freeing budget to reinvest in mission-critical services
- Save an additional 7% in telecom costs while securing unlimited data during contract renegotiation
Where managing wireless services and mobile devices once meant navigating multiple large cellular carriers directly, BGV now has a trusted partner to monitor its data pool and adjust as needed, reducing administrative overhead so its team can focus on serving the public. With C4's help, BGV's staff now enjoys a user-friendly platform that provides clear visibility into usage and costs, while offering a more streamlined experience to the communities it supports.
